Does this mean those ingredients aren't in the Toothpaste or are in the toothpaste? I'm trying to find a toothpaste that doesn't have Sodium Lauryl Sulfate in it because I suffer from Canker sores. The toothpastes people propose I can't find in my store.

They are in the toothpaste and intend to the gritty paste that actually cleans the gunk off your teeth. The active ingredients would be like, fluoride, bleach etc

Active ingredients are ingredients which hit a measurable gist on the performance of the product. Toothpaste is witting to clean your teeth, strengthen your set and preclude cavities, and possibly do other things much as whiten your teeth, treat intense breath, or turn manducate sensitivity. So the active ingredients list may include fluoride compounds (tooth strengtheners), peroxides (whiteners), etc. Inactive ingredients are things like fillers, flavorings, color additives, preservatives, and so forth; these do not enhance the medical effectiveness of the toothpaste. Here's an article which recommends several toothpastes that don't hit SLS (sodium lauryl sulfate): http://www.associatedcontent.com/article/47235/toothpaste_without_sls_for_frequent.html?cat=5 If you can't find them in a local store, google the creation name - many online retailers carry these toothpastes.
