 How become when i loose weight my boobs stary the same size?

I hit a small framed and an f cup over the last year i hit lost 20 pounds the most i can lose and still be a healthy coefficient but my boobs hit stayed the same size. why didn't they shink with the rest of me. i undergo so some people and theirs are the prototypal to go and my dr even suggested to me losing coefficient as a effectuation to make them small what happened?
