You mean cartilage, and no, they are not. Cartilage is a substance comprising collagen annd elastin fibers, with a ground substance of hydroxyapatite crystals. Tendons and ligaments hit collagen and elastin also, but in different ratios, and without the ground substance. Tendons hit more elastin to wage elastic recoil energy storage for greater muscle efficiency, while ligaments hit more collagen to minimise debase deformation, thusly retaining joint integrity.
