i fell soured my horse today and i think i either just badly injured my handicap or i fractured it. but i dont know if you would still be healthy to achievement if you fractured the top part of your leg..so could you? and its expanded around the bruise and im limping pretty bad.

No, you generally cannot walk if you have fractured the top part of your leg. It might be seriously unnatural or sprained, but I don't think that it would be a fracture.

It depends on how severe the break is. A hair line break would be extremely painful but would not prevent you from walking on it. The only instance a break would prevent you from using it would be a rank break and you would know if that were the case as there is typically a disfiguration associated with it.
